Justice Kaka’an was born on 2nd March, 1958 at Taraku, Gwer Local Government Area where he hails from.
He had early education at Mbawuar Secondary School, Ihugh, 1973 to 1977; and graduated with the West African School Certificate. In 1979, he obtained the IJMB Certificate at the school of Basic Studies Ugbokolo, where he had enrolled in 1977.
The jurist attended the University of Lagos, between 1979 and 1982 where he bagged Bachelor of Law (LL.B) degree, Second Class Upper division from where he proceeded to the Nigerian Law School Lagos and was called to the Bar in 1983.
Justice Kaka’an was employed as Magistrate Grade II in 1984, became Magistrate Grade I in 1986, and in 1988 a Senior Magistrate Grade I. in 1990, he was appointed Chief Magistrate Grade II and Chief Magistrate Grade I in 1992. Between 1993 and 1995, Justice Kaka’an rose to the position of Chief Registrar from which he was appointed High Court Judge in 1995 and has been serving till date.
He has attended several professional conferences and workshops for judicial officers within the country. These the All Nigerian Magistrates Conference, Judicial Workshop for Magistrates, Area and Customary Court Judges, UNODC Training on Corruption case work for Judges in Nigeria.
He has also attended International conferences such as the Commonwealth Magistrates and Judges Conference in Sydney, Australia, Magistrates and Judges Conference, Victoria Falls, Zimbabwe, International Association of Refugee Law Judges, eight World Conference, Cape Town, South Africa, and Advanced Arbitration and Mediation, International Law Institute Washington DC in the United States of America
Justice Kaka’an was chairman, Magistrate association of Nigeria, Benue State as well as National Treasurer of the association. He has been member and chairman of Election Tribunals several states in the country and has received commendation letters from the National Judicial Council, NJC.
Between 2008 and 2010 Justice Kaka’an was chairman of the Central Planning Committee, Benue State High Court Legal year.
He is a member of the Commonwealth Magistrates and Judges Association and the International Association of Refugees and ASYL Judges.
A widely travelled man he has visited several countries including Australia, Zimbabwe, South Africa and the United States of America.
Married with children, he enjoys Lawn Tennis and Volley Ball in his spare time.
